On September 7, 2011, the Ministry of Internal Affairs of Vanuatu,
acting under the powers conferred by Chapter 17 of the Vanuatu
Immigration Regulations 2010, enacted Executive Order No. 180 of the
Immigration Act 2011, which officially came into effect on September
13.
Pursuant to Section 12, paragraph 6 of Executive Order No. 180 of
2011, eligible applicants may be approved and granted residency in
Vanuatu.
On 19 December 2016, the Republic of Vanuatu officially enacted the
Citizenship Regulations (Contribution Program) Order No. 220 of 2016,
namely the Development Support Program (DSP), pursuant to Section 13E
of the Citizenship Act Chapter 112.
Under the donation and contribution plan, applicants who make
donations and contributions to the government-designated special
account through the Vanuatu government's designated authorized agent
are eligible to submit a citizenship application under Section 13E of
Chapter 112 of the Citizenship Act and obtain Vanuatu citizenship
after the application is approved.
On January 27, 2023, the Republic of Vanuatu officially legislated the
Capital Investment Immigration Program (CIIP) Act No. 8 of 2023,
pursuant to Section 13C of Chapter 112 of the Citizenship Act.
It was further amended to the Capital Investment Immigration Program
Act No. 58 of 2023 on April 24 of the same year.
Under the investment immigration program, investment applicants are
eligible to submit a citizenship application in accordance with
Section 13C of Chapter 112 of the Citizenship Act and obtain Vanuatu
citizenship after the application is passed by investing in projects
approved by the Vanuatu government.
According to the Vanuatu Development Support Immigration Program,
supporters who contribute to the economic development of Vanuatu will
be eligible for citizenship.
